Bio: The youngest son of Johnathan Reynolds, an immunologist at the NIH, and Marie Sudre, the daughter of a former French consul in Washington, Malcolm was born and raised in the affluent DC suburb of Bethesda, Maryland. At the insistence of his mother, Mal was educated in both French and English, and was amongst the first students enrolled at the French International school which opened in the area in 1955. Graduating from the lycée in 1971, he opted to stay in the US to study, enrolling first in the University of Maryland, where he obtained a Bachelor's degree in Economics in 1975, and subsequentely obtaining a Master's degree in Public Administration at the prestigious School of National Administration (ENA) in France in 1978.
After receiving his Master's, he returned to his hometown, where he worked with Democrat Michael D Barnes' campaign, helping Barnes defeat Republican incumbent Newton Steers, and eventually joining the newly-elected congressman's staff, becoming his Chief of Staff after the first successful reelection campaign in 1980. Mal would stay on with Barnes during his unsuccesful primary bid against Barbara Mikulski, and would even join him in retirement when Barnes retired, joining the faculty at the University of Maryland's Economics department from 1986 to 1992, when he left the University to run for Barnes' old seat against Republican incumbent Connie Morella.
In a hotly contested election, Mal was just able to unseat Morella, aided by a favorable redistricting following the 1990 census and his legacy as Barnes' Chief of Staff. He now represents Maryland's 8th District, and continues to reside in his childhood home after his parents retired and moved away. Malcolm is married to Emeline Cerf, a French woman he met during his studies at ENA, and who currently works as his personal advisor and confidant. Mal and Emeline have 3 children together, Anthony Maxime Reynolds, born in 1982, Pierre Alexander Reynolds, born in 1986, and Marie Justine Reynolds, born in 1988.
