Gloria Delaney was born on December 14, 1961 in Bethesda, Maryland at the National Naval Medical Center to James and Erica Delaney. The Delaneys moved around the country when Gloria was a child, due to the fact that James Delaney was an Admiral in the US Navy. Gloria's father eventually retired after the Vietnam War and settled down in San Diego, California. Gloria attended the newly built Mount Carmel High School and graduated in the school's inaugural class.
Gloria then went to college at UCLA, majoring in Political Science and Anthropology. During her time in college she volunteered at various political campaigns, including Senator Ted Kennedy's bid for the Democratic Presidential nomination in 1980. She also interned at LA Mayor Tom Bradley's office and eventually was hired as a regional field organizer for his 1982 campaign for California Governor.
After graduating from UCLA she became an intern and then research assistant for Foreign Policy magazine. In 1987 she started attending graduate school at UCSD, at their brand new school of International Relations and Pacific Studies. After receiving her MA she became a staff assistant and then legislative assistant for Senator Alan Cranston.
In 1992, the 49th district was created, which gerrymandered Republican representative Bill Lowery from the district. She ran as a fresh outsider and narrowly won the Democratic primary. She then went on to beat Republican Judy Jarvis by 5 points.
Gloria is currently single. She resides in the San Diego community of North Park.
