Tate was born March 12, 1948 in St Louis, MO to Randall and Alva Tate. In 1970 she received a B.A. in English from the University of Missouri in Columbia, but was forced to quit her graduate studies when her father passed away the same year. Needing employment, Tate applied for and was accepted as an English teacher at Vashon High School in St Louis where she would stay for the next ten years. As one of the most popular teachers, she was urged to run for the state house in 1978, but barely lost in the general election. Tate utilized her newfound contacts and ran again in 1980, this time claiming victory.
In 1990, needing someone to challenge Rep Jack Buechner in the 2nd Congressional District, Democrats turned to Tate. The general election that year was one of the closest ever, but saw Tate emerge the winner by only 54 votes. In 1992, Tate was defeated by Mia Brown in a bid for the Great Plains US Senate Class II seat.
A Lutheran, Tate is married to John and has two children, Henry and Mary.
