Born in the city of Chester, Pennsylvania.
After high school, Johnson joined the Sun Shipbuilding & Drydock Company as an apprentice. Over th years with the tough economic times hitting the shipyard and the city of Chester in general, Johnson became heavily involved in the labor union movement. Through his union work, Johnson soon became involved in the Democratic Party as well.
In the 1971, he was elected to the Chester City Council and two years later was elected as Mayor of Chester. He served there for six years before moving on to the state legislature representing house district 159.
In 1984 he retired from the state legislature to head the Industrial Union of Marine and Shipbuilding Workers of America's Pennsylvania branch until 1988 where he was instrumental in merging the IUMSWA with the International Association of Machinists and Aerospace Workers (IAM).
In 1990, he decided to run for the US Congress in Pennsylvania's 1st congressional district. he handily won both the Democratic primary, as well as the election itself, thanks to the strong support from the labor vote.
