Born to James and Anna Fletcher, Issac lived in San Diego with his parents. Drafted after finishing highschool, he only was sent to Vietnam for one tour of duty, serving with the 1st Infantry Division. When he returned home, Issac enrolled at UCLA and graduated with a BS in Computer Science. He moved to Long Beach, CA to work at a Information Systems company for six years before moving over to Pioneer Electronics. While at Pioneer, Issac talked with friends about vacation experiences and from those discussions he suddenly thought of going into business and managing a hotel. In 1984, he left Pioneer Electronics to establish his own hotel franchise in Long Beach. Issac was making great money in the hotel chain business and expanded to three more franchises by 1990.

Politically he was involved with the Republican Party despite his parents being Democrats. He volunteered for Republican campaigns every chance he could. In 1988 he ran for Long Beach City Council and won. In 1990, he was asked to run once again for State House from Long Beach and he narrowly won 50-49. Issac is now interested in the West Lieutenant Governor position in 1992.

Married to Dianna Buxley, he has one son and one daughter: Gregory (1984) and Laura (1991).
