Biography:
Joshua was born on the 28th of November, 1949 in Brooklyn, New York to Immanuel and Elma Feinberg; Jewish immigrants whom migrated to the United States in the early 1900s. He was the youngest of 3 brothers who were, like himself, performed admirably in school.

After graduating from James Madison High, he attained his B.A. from New York University’s school of Commerce before continuing to University Pittsburgh School of Law, earning his Juris Doctor in 1974. He moved back to New York where he worked as an Attorney for Littler, practicing labor and employment law.

In 1979, he served as the Associate Counsel to the Department of Labor before serving as the Deputy Section Chief of the General Labor Section a year later. In 1982, Feinberg was appointed as Counsel for the New York State Department of Labor, a position which he held for three years. A vocal supporter of worker’s rights, he authored numerous articles and contributed to treatises regarding employment and wage related issues. After retiring from the State executive branch, he taught Labor Law at numerous colleges such as Queens College, Brooklyn College and Rockefeller University.

A registered Democrat since his college days, Feinberg decided to run for New York’s 13th district upon retirement announcements by incumbent Stephen J. Solarz in 1990. He defeated his Republican opponent by a percentage margin of 54% to 44% with endorsements from the DNC. Since taking office, he has been strongly critical of Reaganomics, the deregulation of the Banking Depository Institutions and the stagnation of wages.
