Georgiana Phillips was born to Nigel and Mary Phillips (nee Johnson) in Nashua, New Hampshire. Nigel served in the RAF during World War II and emigrated to the United States in 1946. Georgiana is the youngest of six siblings: Joseph Phillips (b. 1950), Jonathan Phillips (b. 1952), Linda Phillips-Moore (b. 1954), Henry Phillips (b. 1956), and Jane Phillips (b. 1958). Being the youngest of six children, Georgie (as she is known to family) constantly found herself arguing with her older siblings. Her father once made an offhand remark that all her arguing might make her a good lawyer and from that point, Georgiana knew what she wanted to do with her life.
She applied herself to her school work diligently and graduated at the top of her high school class in 1977. In the fall of 1977, she began school at Boston University where she pursued a degree in History. She earned her B.A. in 1982 and graduate summa cum laude. She remained at Boston University in the fall to begin law school. Naturally, her elective courses focused on litigation and trial advocacy, although her professors remarked that she excelled in the more theoretical pursuits as well. During her second and third years, Georgiana (as she now insisted on being called) worked on the new International Law Journal. She graduated with high honors in 1985.
Unfortunately, Georgiana found that the job market back in New Hampshire, where she passed the bar exam, was less than stellar. Consequently, she applied for and was accepted to the United States Navy's JAG Corps in the summer of 1985. She was initially stationed at the Naval Air Station Brunswick, Maine. During her tour of duty in Maine, she gained tremendous experience, defending numerous criminal cases and dealing with a host of other legal issues (but certainly nothing as exciting as a murder case from Guantánamo Bay Naval Base). In 1990, then-Lieutenant Phillips was reassigned to Naval Station Rota, Spain. Her position there was soon downsized and she returned to Maine to finish out her commitment. She was honorably discharged in the summer of 1992 just after marking her seventh year in the service.
Georgiana now resides in Manchester, New Hampshire where she has begun to set up a solo law practice.
She lost a bid for Senate in 1992 against Democrat Russell Dewitt. Shortly thereafter, the newly-elected Representative-elect from New Hampshire's Second District died in an automobile crash. Georgiana used her name-recognition to win the hastily-assembled special election.
