Much as the President doesn't have a free voice in the Congress, Governors do not have a free voice in their regional legislatures. Governors may have a legislative multi that speaks on their behalf, but that multi is linked to the Governor as a "close ally." That multi's behavior, therefore, can be used against the Governor - for good or for ill.
This rule is not retroactive, but comes into effect immediately.

Candidates for Governor will not name running mates for the Lt. Governor position. These will be open races, requiring FEC filings, as standard for other races. These changes are intended to bring more realism and competition to USG.
Lt. Governor elections will remain the same - 4 days, 10 total events - no more than 3 events per day. These events will no longer be solely CTs for the Gubernatorial candidates, but rather events about why you should be Lt. Governor. There will be no org, ads, or fundraising for LtG elections. Primaries will run similar to other positions - 1 day, 5 events.
Legislative leaders remain as appointed positions serving at the pleasure of either the Party Chairman or the Governor as follows. If the legislative leader serves in a region with an LTG and Governor from the opposing party, the legislative leader serves at the pleasure of the Party Chairman and may be replaced at any time by the Party Chairman. If the legislative leader is serving in a region with a Governor from the same party, he or she serves at the pleasure of the Governor and may be replaced at any time by the Governor.

After the mature and reasonable discussion of the idea in the Suggestion Box, the admin staff has agreed to reinstate House multis for Governors with the following restrictions.
1) No leadership positions. This includes committee chairs, RMs, Speaker, ML/mL, whip, nothing.
2) No ridiculous characters - these members count towards the overall perspective of the caucus, so being dumb will hurt your party. Take these characters seriously, cause if you're just trying to make a joke character, it's not worth the time of the players who do play that part of the game seriously. This restriction will be up to admin discretion, and anyone who chooses to break this rule will forfeit all rights to a House multi.
3) Reminder of the one player, one account rule. No multiple accounts.
4) Reminder of the rule on primary multis. If your House multi fundraises for any position, then your Governor character forfeits any warchest or fundraisers currently outstanding.
5) Reminder of the rule on multis in regions. Your multi cannot be from the same superregion as your Governor character.
