Here are the rules for a special election.
Great Plains III Special Election Rules and Schedule
QUOTE (Special Election Rules)
1) Any player who wishes to run may sign up, however, those whose current primary character is not from the region (Great Plains) must resign their current character (this includes Governors, Senators, etc.). If you sign up, your other characters lose any warchests they currently hold.
2) All participants who enter will be given a $3MM warchest. This must cover you for both the primary and the general elections. Incumbents who currently have funds in their warchests will be permitted to use these funds during these elections. These incumbent funds will be the first ones spent. (Example: Candidate A has $1.5MM already in their warchest. They enter the election, then, with $4.5MM to spend. If they only spend $1MM total during the election, they will end with a total warchest of $0.5MM.)
3) No transfers of funds are allowed, and any monies remaining in the warchest at the end of the special election are forfeited (except for any unspent funds that were in the warchest prior to the election).
4) No CTs are allowed. Endorsements by current Heartland officials will be taken into account.
5) Primaries are one day, seven events. This includes one marquee event.
6) Elections are two days, ten events each day. This includes one marquee event each day. There is no super-marquee.
7) The winner of the election gets to serve the rest of the term (election for next term in 1998).

How To Sign Up:
Players wishing to sign-up as candidates in this Special Election are invited to do so by replying to this thread. An "official filing" requires that the player post his/her biography and platform (including party affiliation and home state).
Here is the election schedule:
26 January (today) -- Special Election announcement made, candidates begin signing up
27 January -- Candidate sign-ups and Official Endorsements end at 12:00pm (EST) [[See "How to Sign-Up" above for more information]]; Primary Prepolls issued (if only one candidate per party, these will be general prepolls)
28 January -- Primary Events due by 11:59pm
29 January -- Primary election results released, General election prepolls released
30 January -- General election Day 1 due by 8pm (EST)
31 January -- General election Day 2 due by 8pm (EST); results announced
PLEASE NOTE: If only one player from both parties signs up, no primary election will be necessary (obviously). Therefore, should that come to pass, the above schedule will be revised with the General election Day 1 taking place on the 28th instead of the primary election. The events-due time for the general election would remain 8pm.
