To make this a little more official than just posting it in GD, here are the new PAC rules. If you wish to be involved, PM the relevant admin soon. We're looking to get these off the ground and going pretty quickly.

PACs for the new reset are going to be much more active throughout the entire session, in the interest of more accurately simulating the United States government and factors which influence it.

Each PAC will be headed by an admin. Each admin will select three members of USG to serve as VPs of the PAC. These VP positions are multis - completely unrelated to your primary character. The three players will be selected on a basis of OOC knowledge, partisanship, achieving an IG partisan balance, and other factors - conservative PACs will have two Republicans and one Democrat, liberal PACs two Democrats and one Republican.

PACs will be charged with being a constant, active force for achieving their agenda throughout the entire session, not just at elections. Lobbying and mid-session donations will be the name of the game, and the player VPs will be charged with a good portion of this. Actual details in the day-to-day operation and running of the PACs may vary from PAC to PAC, to fit with the admin and players running it.

The K Street setup will be preserved next reset, but with individual forums for each PAC. If you have something to tell a PAC, or something they should take note of, post it there. The admins and the player VPs will have access to the information in that PAC's forum and discussion will take place there.

The eight PACs which will be activated at the beginning of the next reset, as well as the admin running each, are as follows:

Club for Growth - Austin
Sierra Club - Cross
American Petroleum Institute - Hayden
National Education Association - Mallory
Christian Coalition - Cargill
American Civil Liberties Union - Liberio

These PACs are subject to change at any time during the next reset. If, for example, gun rights are no longer an issue in USG America, then the NRA will probably drop out of the top 8 PACs at that time. Another issue-related PAC may rise in its stead. In our example USG America where gun rights are no longer an issue, let us pretend that gay rights have now made it into the top issues, in which an organization such as the Human Rights Coalition may be selected to rise into the group of the admin/player-run PACs. We also reserve the right to add or remove any PAC at any time.

Admins hold veto power and absolute control over all actions of all PACs, and may at any time rescind, cancel, or overrule any action taken on the part of a PAC. However, the intention is to get the players active in the running of the PACs.

PACs are not to serve as party mouthpieces, and at any time, a player VP may be removed by the admin staff.

If you wish to serve as a player VP, PM the admin in charge of the PAC you are interested in. Include any information which may help to facilitate their decision.

Players are limited to one PAC each.

For note: the "major" PACs (the 8 listed above) will get their cash at the conclusion of each set of elections. During Presidential cycles, the PACs will have $25MM each. During non-Presidential cycles, PACs will have $20MM each.

That is, immediately following the 2010 elections, all 8 PACs will get $25MM. Immediately after 2012, $20MM.

A reminder: Make sure you tell the PACs in their fora when there is something you think they should take note of. We're depending on you, the players, to keep all 8 PACs up-to-date with Congress and regional legislatures.

A few changes being made to PACs after we've had a chance to take stock of the first election cycle under this new system.

  • Total PAC funding is cut to $120M during Presidential election sessions, $100M during midterms.
  • A maximum of 60% of each PAC's warchest may be spent after the final FEC filing deadline.
  • A maximum of 10% of a PAC's warchest may be spent after the start of Day 1.
  • No PAC may spend any money after the beginning of Day 3.
  • Allocation of funding is given on a per-PAC basis, per session. This keeps each PAC competing to get their goals accomplished and make real progress to ensure that they get enough funding to stay relevant the next session. The funding allocation will be decided upon by the admin staff, having taken input from each PAC admin.
  • After the FEC filing deadline has passed, all PAC donations will be posted in a moderated thread in the Election Central forum. This prevents any games of chicken in posting results, or even the appearance of a game of chicken.

In response to recent IG actions, two additional PACs are being added for the 2014 elections:

NOW and the Council for Immigration Reform (loosely based on the CCIR)

Each of these new PACs will receive $5M for this session and is subject to all of the standard PAC rules, meaning that yes, 40% of the money must be spent by the FEC deadline.

After 2014 elections, two PACs (one liberal, one conservative) are going to be removed - not necessarily NOW and CIR. It is therefore in the interest of all PACs to ensure that they have a very successful election season in order to avoid relegation to the minor leagues.

If you are interested in helping out with either of these PACs as a player VP, please PM Summy for the NOW and Liberio for the CIR. The NOW will need at least two Democrats and one Republican, the CIR two Republicans and one Democrat. Each of these PACs is under a time crunch, so make sure you apply soon.

As you know, heading into the 2014 Election, all PACs would be evaluated and one liberal PAC and one conservative PAC would be eliminated based on the results of these evaluations. This was not an easy decision, given the work and dedication that PAC VPs have invested in their PACs. However, after much discussion and taking into account session work, election results, funding strategies, and the actions of the players involved in each PAC, we felt that there were two PACs that did not utilize the resources at their disposal as effectively as other PACs. Thus, we regret to say that both Aerospace & Defense and the Sierra Club have been eliminated from the PAC system.

We would like to thank all the players who have been involved with these PACs for the time and effort they have devoted to them. Be aware that as this reset goes forward, there will probably be further changes to our PAC lineup. All PACs are on notice that they must continue to produce accomplishments or else face elimination. Stay tuned for further information regarding PAC budgets in the upcoming 2016 cycle.

Call it PAC reform, v3. We took note of your complaints and concerns re: PACs from last election cycle, and we're making some changes to address those points and introduce a bit more realism. These rules supercede all other PAC rules at this point.

We're replacing the 8 basic PACs we have now with 14 PACs - five left-leaning, five right-leaning, and 4 non-ideological PACs, which go more towards single issues than either party.

Each of the 10 ideological PACs will have a single player VP - Democrats for the left-leaning, and Republicans for the right-leaning. The non-ideological PACs will have two VPs, one from each party.

Of importance, under the new system, admins will make and post all funding decisions. Players will still be involved in discussion, lobbying, etc. (for example, I may ask my VPs for their input when it comes time to dish out cash, but the final decision for my PAC is in my hands).

PAC funding is set at $120MM. The non-ideological PACs purposefully have more cash each.

Moving to a single (or two) players per PAC means we must be 100% sure that only the best of the best are involved, and we will be much quicker to pull the trigger and replace a player VP under this system. The role of the single VP is too important to let it waste with an inactive or incompetent player VP.

Note that this does, unfortunately, mean that all current PAC VPs are out of a job. You're more than welcome to reapply, but moving from the 3 players/PAC to this system requires that we wipe the slate.
