Puerto Rico's org costs have been updated in the chart above. Please note the change if you'd copied and pasted these tables elsewhere.

Due to the underdeveloped infrastructure, vastly different political culture, language barrier, and lack of traditional American grassroots, Puerto Rico's org costs are much higher than a typical 7 EV state. There is thus an trade-off to campaigning there -- your org dollars will not go nearly as far, but the number of non-partisan voters up for grabs makes the 51st state a valuable electoral wild card.

It is possible that the cost of org in PR may decrease toward more typical levels as the state develops and assimilates into mainstream American politics.
